Why a profile is unavailable. Open camelCase vocabulary; a client that meets an unknown entry treats the profile as simply unavailable. The fold of PermissionSurfaceDisabledReasonV1; SessionBlocked(_) has no wire fold (its only native bearer is the synthetic disabled row permissionProfile/list does not serve).
