session/setPermissionProfile result. The transaction, per-action authority combination, and blocked-state/recovery semantics are the native controller’s, not the adapter’s (ADR 42197 D2/D6). A failure after a durable permission commit keeps the native controller’s existing blocked-state surface; the adapter fabricates no rollback.
