session/reportStartupPhases span phase (ADR 50064 pick-1 D1): the StartupPhasesRecord phase vocabulary in camelCase. The host maps each value onto the record’s snake_case spelling at append. Experimental: the stable bundle strips this until the surface stabilizes (in-v1 row 348).
